PROBLEM TO BE SOLVED: To provide a sheet conveying device and an image forming device that conveyance of a paper sheet for printing on various paper sheets, especially on a thick paper and high quality are compatible with each other. SOLUTION: The sheet conveying device comprises a transfer roller 9 to transfer a developer which is developed on an electrostatic latent image on a photo-sensitive drum 8 to a sheet, a pair of register rollers to convey the sheet to the transfer roller 9 with the sheet nipped by a conveyance nip formed by a rotary body pair, a transfer upper guide 6 to guide the paper sheet from the resist roller pair to the transfer roller 9, and a conveyance regulation member 4 to regulate the conveying direction of the paper sheet conveyed by the resist roller pair and bring the paper sheet into contact with the transfer upper guide 6.
