PROBLEM TO BE SOLVED: To wash easily the outside face of a rotary body by storing electric wires 88, 90 connecting a flow meter 62 and a controller 84 in the rotary body. SOLUTION: On the outer periphery of a rotary body 2, a plurality of filling nozzles 4 are provided at constant intervals and on top of the same, an annular fluid filling tank 8 is placed. The bottom face of the upper filling tank 8 and the lower nozzles 4 are connected with fluid supply pipes 38, and a flow meter 62 is provided in the middle of each supply pipe 38. In the center of the rotary body 2, a controller 84 is provided for controlling the open/close of the nozzles 4 corresponding to a signal sent and input from the meter 62. The controller 84 and the flow meter 62 are connected with electric wires 88, 90. In the inside of the rotary body 2, a space 2C is formed for the wires 88, 90 to be pulled into the space 2C from the opening 2h on the outer periphery of the rotary body 2 and for them to be connected with the controller 84 in the center. Because the wires 88, 90 are not exposed outside, washability is improved.
