PROBLEM TO BE SOLVED: To produce an economically low cost photodecomposition catalyst having high adsorption and decomposition efficiency, to provide its manufacturing method and a method for treating a harmful chemical component using the same. SOLUTION: Titanium oxide multiple carbide is obtained by impregnating one or more of the inside of the cell wall, the lumen of the cell and the surface of the cell of carbide with titanium oxide alone or together with a solvent and heating or by treating under a supercritical or subcritical condition of the solvent.
