PROBLEM TO BE SOLVED: To provide a method for manufacturing a tire component member, and a tire, which make manufacturing equipment small in size and which are excellent in productivity and can keep the quality high. SOLUTION: One or two or more cords 1 are wound helically on a drum 11 to be made one or two or more helically wound cords 2. The drum 11 is extracted from the helically wound cords 2 and the cords 2 are folded to be flat. Thereby the plane tire component member 3 is manufactured.
