PROBLEM TO BE SOLVED: To reliably cut a part of the surface layer parts of a packaging material and a web paper in a specified range regardless of the package state of the web paper and improve working efficiency of pre-treatment for paper splicing. SOLUTION: This web paper treatment device comprises a roll carrier 1 to support a web paper P having an outer peripheral surface covered by a package material (p); a package material and white paper cutting peeling device 2 to cut and peel the package material (p) and the surface layer part of the web paper P; and a pre-treatment device 3 for paper splicing to apply pre-treatment for paper slicing on the web paper P. The package material and white paper cutting peeling device 2 comprises a color image treating device 23 consisting of a color camera 23b to photograph the outer peripheral edge part of the end face of the web paper P and an image treating device to detect a boundary between a package material (p) and the web paper P by an image signal from the color camera 23b; a cutter guide 31 inserted through a boundary between the package material (p) and the web paper P into the specified position of the web paper P by a detecting signal from the color image treating device 23; and a cutter device 24 having a cutter blade 32 to cut the surface layer part of the web paper P, ranging from a position where the cutter guide 31 is inserted to the external side, and the package material (p) in the direction of width.
