PROBLEM TO BE SOLVED: To provide a manufacturing method of a silver-made reforming catalyst which is capable of exhibiting required functions by forming an expensive catalytic material out of the minimum quantity of an effective and expensive silver material. SOLUTION: The desired quantity (desired thickness) of Ruthenium is carried on a catalyst carrier as a ruthenium oxide by repeating processes that the surface of the ceramics-made catalyst carrier is cleaned and a solution of a ruthenium salt is applied thereon and heated to be decomposed in an air atmosphere prescribed times. After that, the reduction in a reducing gas atmosphere is perform to obtain porous ruthenium metal.
