PROBLEM TO BE SOLVED: To provide a method for manufacturing a concrete capable of efficiently mixing the concrete by a mixing means such as a mixer or the like. SOLUTION: The method for manufacturing the concrete comprises the steps of detecting a torque of mixing a predetermined amount of a concrete constituting powder with water at each water-to-powder ratio by mixing them while sequentially charging the powder and the water, detecting the water-to-powder ratio with the mixing torque present before or after a maximum value of the torque becoming a trough, and setting the ratio as a water-to-powder ratio for deciding a primary water amount of dividing and mixing the concrete constituting powder with respect to the concrete constituting powder.
