PROBLEM TO BE SOLVED: To obtain a second agent composition for permanent wave having excellent feeling after treatment, high elasticity of the hair, excellent long-term wave retentivity, readily foaming, defoaming in a short time and having compatibility with the hair. SOLUTION: This second agent composition for permanent wave comprises an oxidizing agent, a cationic surfactant and a fatty acid alkanolamide containing an acyl group having 8-22 carbon atoms on the average.
