PROBLEM TO BE SOLVED: To solve the following problems in the conventional devices; heretofore, the powder stored in a storage means is liable to be clogged and therefore the clogging is eliminated by vibration to the storage means, the ejection of air to the inside of the storage means, or the like, and then the powder is supplied by a transporting means but the powder filling rate in the powder transporting means cannot be kept stable at all times by the occurrence of bridging, the change in the weight and pressure, and the like, and therefore, the supplying with a fixed quantity from the transporting means is heretofore impossible. SOLUTION: A vibrating means is disposed right above the transporting means which is a discharge port within the powder storage means and a pressure control means is disposed in the upper part thereof, by which the influence that the change in the weight and pressure by the increase or decreases of the powder exerts on the discharge rate to the transporting means is suppressed by the pressure control means. In addition, the bridging occurring in the transportation of the transporting means is destroyed by the vibrating means and simultaneously the flow property of the powder is improved to highly stabilize the powder filling rate in the transporting mean, by which the supplying with the fixed quantity from the transporting means is made possible.
