PROBLEM TO BE SOLVED: To provide a plate for pavement obtained by recycling a large quantity of glass recovered as waste. SOLUTION: A plate-shaped surface layer section 11 is formed of a mixture containing cement, water, aggregate composed of an abraded glass material, in which the sharp section of the surface of a ground glass material is abraded, and an admixture improving the mutual adhesion of the abraded glass material and cement and promoting cohesion, and a plate-shaped lower layer section 12 is formed under the surface layer section by a mixture containing cement, water and aggregate consisting of the ground glass material.
