The paper product (1) is made from two-ply cellulose wadding: an embossed crepe ply (2) with inward-facing protuberances (11) at a density of 30 per sq cm over at least part of its surface, and a non-embossed ply (4). The two layers can have different fibre compositions, tear strength and weights; the embossed layer having for example a weight of 15 - 20 g/sq m and the non-embossed layer a weight of 21 - 25 g/sq m, or vice versa.
