PROBLEM TO BE SOLVED: To provide a test device of a plant controller for easily turning the operation state of a gas turbine plant to a desired operation state and easily switching a actual valve unit and a simulation model. SOLUTION: The control state amount and test items of the plant controller and a plant simulator are stored in a data storage means 57. A test item selection means 58 selects the test item stored in the data storage means 57 at the time of testing the plant controller and a state setting means 59 sets the control state amount to the plan controller and the plant simulator so as to be the operation state of the test item selected in the test item selection means 58. Thus, the operation state of the test item is reproduced.
