The device has a series of pivoting buckets (20) at 90 degrees angle from the rim (5). In the closed position, the assembly of buckets display a convex profile to the airflow, when the device is inactive. In the open position, the buckets offer concave profiles to the airflow relative to the base of the wheel and thus causing the wheel to rotate in the slipstream.
