PROBLEM TO BE SOLVED: To provide a mold releasing agent applying roller capable of equalizing impregnation amount distribution of a mold releasing agent in the axial direction and increasing the impregnation amount of the releasing agent in the entire roller without generating leakage or exudation of the releasing agent too extend a service life, and provided its manufacturing method. SOLUTION: A mold releasing oil is impregnated into an oil supply roller 12a from the inner surface (a through hole passing a core metal 21) of a substrate 22. The impregnation of the releasing oil is performed under decompression atmosphere. The releasing oil of amount corresponding to 75% of a saturated impregnation amount is impregnated into the substrate 22, and the release oil of amount corresponding to 90% of a saturated impregnation amount is impregnated into a felt layer 23.
