<p>PROBLEM TO BE SOLVED: To provide a congestion control system that improves services to users by preventing production of interruption on the way of use. SOLUTION: Reference identifiers consisting of 'start' denoting a start menu of a series of service components, 'continuity' indicating a menu on the way up to arrival to object information, and 'end' depicting a menu of final object information are given to menu information configuring respective services served by a contents server. On the occurrence of a congestion state in a GW(Gateway) server during operation, the GW server discriminates the reference identifiers included in the relayed menu information to continuously perform the relay of the transfer of the service information until the reference identifier indicates the 'end' when a series of the service components has already been conducted and the reference identifier of the menu information indicates 'continuity', but interrupts the connection of a new service connection request whose reference service identifier indicates the 'start'.</p> |
