PROBLEM TO BE SOLVED: To provide a method of manufacturing a panel for floor heating which is excellent in productivity and economical efficiency while being made into the same structure as a conventional panel for floor heating. SOLUTION: This method of manufacturing a panel which is used for floor heating utilizing hot fluid is to obtain the united panel of a tube 2 and a heat equalizing plate 3 by filling foaming beads 4 behind the above heat equalizing plate 3 and foam-molding it, after installing the tube 2 and the heat equalizing plate 3 within a mold 1.
