PROBLEM TO BE SOLVED: To transmit a wide band noise signal without deviating a beam directional angle and to enable effective spot signal transmission and increasing a receiving noise level on the side of a receiving party. SOLUTION: This device is provided with a phased array antenna 6a equipped with plural element antennas 51-5m for radiating beams in the space, transmitter 1 for generating plural transmitting signals for beams to be radiated, distributor 2 for distributing the transmitting signals for this transmitter 1 to the respective element antennas 51-5m, plural phase shifters 31-3m respectively connected between the distributor 2 and each of element antennas 51-5m for sending the respective distributed signals to the respective element antennas while changing transmission phases thereof, and phase controller 4a for controlling the phase quantities of these phase shifters 31-3m, and plural noise signals or noise signal and a spot signal with different frequencies are generated without deviating the directive direction by respectively independently controlling the frequencies and phases of the respective element antennas.
