PROBLEM TO BE SOLVED: To simplify arrangement of a pipe around a main cylinder 11 and to use a general-purpose cylinder as the main cylinder 11. SOLUTION: As a sub-cylinder 36 working according to the main cylinder 11 is connected to a charge/discharge passage 32 of the main cylinder 11 via first and second branch passages 57 and 58, arrangement of piping around the main cylinder 11 can be simplified. No special insulating member and the like is required for the main cylinder 11, so that the general-purpose cylinder can be used as the main cylinder 11.
