PROBLEM TO BE SOLVED: To solve the problem encountered in normal transmission of modem signals by a high speed modem. SOLUTION: For example, at least two kinds of transmission systems are prepared including conventional 32 kbits/s 40 kbits/s ADPCM systems with a clear channel that is capable of normally transmitting modem signals by a high speed modem. When ANSam signals based on V. 8 procedures are detected from input signals by an ANSam signal detector 23, a transmission assignment processor 24 instructs a BC bit assignment section 26 so that an operation is switched over to a higer quality transmission system.
