PROBLEM TO BE SOLVED: To provide a pretreating method for a catalyzing treatment which can put a enough quantity of a uniform palladium catalyst on a surface of a resin base material containing glass fibers, silica-based fillers or the like, or inside of a micropore such as a through hole or a blind hole formed in the resin base material, and can improve an adhesion of an electroless plated metal film. SOLUTION: This pretreating method for a catalyzing treatment is characterized by dipping the resin base material in a glass etching solution containing a fluorine compound, and then in an oxidizing agent solution containing permanganate or chromic acid, before catalyzing the resin base material containing glass fibers or silica-based fillers with a catalyst solution containing palladium compound.
