PROBLEM TO BE SOLVED: To realize exchange service by the latest computer control, and exchange service by the control of an existing exchange device at a low cost. SOLUTION: The exchange system can be set for each telephone terminal in the information storage part 131 of a call control source provided in the exchange device. Information showing the exchange device and a computer system which are control sources is stored in order to perform the service relating to the call. When the sending or incoming call of a call to the telephone terminal is detected by a call detecting part 111, control source information corresponding to the line of the sending origin of the call or the line of the incoming call destination is decided by a control source deciding part 113. When the decision result shows that the control source is the exchange device, service in the line of the sending origin or the line of the incoming call destination of the call is performed with the exchange device. When the control source is a computer system, control information necessary for performing the service is transmitted to the computer system through a communication path including the extension number of the line of the sending origin of the call or the line of the incoming call destination.
