PROBLEM TO BE SOLVED: To increase an effect to reduce HC, SOF, and white smoke in exhaust by hardly causing quenching near the squish area of a combustion chamber and the inner wall face of a cavity. SOLUTION: A plurality of intake swirl streams in the same direction are formed in the combustion chamber 1 by a plurality of intake ports 3 and 4, part or all of the required quantity of fuel is injected to the intake air in the combustion chamber 1 or an intake passage at the pre-mixing injection timing in an intake stroke or a compression stroke, and the combustion of the fuel is started near the terminal stage of the compression stroke in a compression ignition type or spark ignition type internal combustion engine. The fuel injected at the pre-mixing injection timing is injected to the specific swirl stream in the combustion chamber 1 or the intake air at the specific intake port 3 or in the intake passage including the intake port 3. At the start of combustion, the intake air having high fuel concentration is arranged at a central section 13 including the center section of a ceiling surface, and the intake air having low fuel concentration is arranged near the squish area of the peripheral section and the inner wall face of the cavity 9 in the combustion chamber 1, respectively.
