PROBLEM TO BE SOLVED: To obtain a controller of a refrigerant circuit provided integrally with a thermoelectric module having functions for stepout prevention, high reliability, and an efficient operation. SOLUTION: A manifold is equipped with a heat exchanger for performing heat exchange between a liquid heating-medium and at least either one of a heat absorption face and a radiation face of a thermoelectric module. There are further provided in the controller a circulation means for a liquid heating medium, heat exchangers for heat absorption and radiation, and a heat- exchanging fan. A plurality of detectors detect conditions of temperature, etc., of a substance to be cooled/heated. A plurality of control signals are transmitted responsive to the difference between a set value and detected values of the detectors to carry out operation control of the circuit.
