PROBLEM TO BE SOLVED: To provide a new thermosetting powder coating composition which gives a coating film excellent in finished appearance (e.g. smoothness) and performance (e.g. resistances to weather, solvents, and acids) and to provide a method for forming a topcoating film using the same. SOLUTION: This thermosetting powder coating composition contains (A) an epoxy resin and (B) a curing agent containing, as an essential ingredient, an acid anhydride (a) represented by the formula: HOOC-(CH2)m-[COO- CO-(CH2)m]n-COOR1 (wherein R1 is a 1-10C monovalent saturated hydrocarbon group; (m) is an integer of 6-18; and (n) is a mean value, being 1-20) and having a molar ratio of carboxyl group/acid anhydride group of 0.15-2.0 in a specified ratio of ingredient A/ingredient B. The method for forming a topcoating film is a double coating-single baking system using the above coating composition as a clear coat composition.
