PROBLEM TO BE SOLVED: To improve the quality of service estimation by collecting and analyzing data about the behavior of a mobile telephone system, without the confusion of a normal operation. SOLUTION: This device collects the data of a signal strength level from an adjacent place, where one or more base stations 13 and a mobile unit communicates without causing confusion or modification of the normal operation of a radio system as an incomplete set, associates the element of the collected data with a geographical place corresponding to a place at which each data element is collected, decides the signal strength of each element of the collected data, discriminates a digital identification code in the collected data, normalizes the data into a set of bins defined by a grid applied to the radio system, decides the dispersion relation of a collection database, on the basis of the correspondence of a signal strength fluctuation to the spatial separation of data elements, recognizes the place of a data element eliminated from a complete set of places in the radio systems and interpolates the predicted signal strength value of the eliminated data element from the collected data, the corresponding geographical place and the dispersion relation. |
