PROBLEM TO BE SOLVED: To obtain a scanning optical device which can obtain a sharp image of high picture quality and an image forming device which uses it. SOLUTION: This scanning optical device has an incidence optical means 16 which makes at least one piece of luminous flux emitted by a light source means 1 incident on a deflecting means 5 and an image forming means 6 having at least one diffracting surface 64 for imaging on a scanned surface 9 at least one pieces of luminous flux reflected and deflected by the deflecting means. A limiting means 7 which limits stray light of unnecessary diffracted light of degree different from the degree of diffracted light used to form a spot on the scanned surface as to the light diffracted by the diffracting surface is provided in the optical path between the diffracting surface and scanned surface.
