PROBLEM TO BE SOLVED: To provide a packet assembling device that can reduce its circuit scale. SOLUTION: In the packet assembling device that assembles voice data of a phone service into packets by the unit of voice channels, a circuit that generates an address of a packet assembling memory in/from which data are written/read has no address management register by each channel. A high-order address uses a voice channel number set sequentially from the beginning of frames of a prescribed period and a low-order address generating section consisting of one common counter to all the voice channels generates a low- order address.
