PROBLEM TO BE SOLVED: To easily stop whirl without requiring a skill, reuse a bolt and nut even after disassembling (release of the whirl stop), and prevent easy disassembling by an illegal third party. SOLUTION: A first washer 16 provided not to rotate in relation to a fastened member 14 is joined with a second washer 18 provided not to rotate in relation to a fastening tool 12, thereby stopping the whirl of the fastening tool 12.
