The structure comprises a slab(1) with a top surface layer(2) which is connected to the slab preferably via an adhesive layer(3). A reinforcing formed by strewn-in fibers(5) is provided at least in a layer close to the slab. The fibers are distributed over the whole surface and in contact with one another. A high concentration of fibers is provided in the area of cracks(4) and/or in areas of the slab at risk of crack formation. An Independent claim is included for a procedure for the manufacture of the proposed structure in which reinforcing fibers are strewn in a still wet adhesive layer.
