PROBLEM TO BE SOLVED: To easily mount a long-sized blocking plate for underfloor equipment of a rolling stock. SOLUTION: A fixed seat 10 fixed to an underfloor fixed seat 104 is provided with a groove 11 for enclosing a plate nut 20 movably in the longitudinal direction of a vehicle body. The fixed seat 10 is provided with a pin (a machine screw) 40 for regulating the movement of the plate nut 20 and permitting the movement. The blocking plate 102 is fixed to the plate nut 20 by a bolt 50. The longitudinal manufacturing tolerance of the vehicle body is absorbed by the movement of the plate nut 20 in the groove 11. The height direction tolerance is absorbed by the vertical movement of the plate nut 20. The pin 40 is the tip of the machine screw 40 for fixing a liner 30 for adjusting the height of the blocking plate 102.
