PROBLEM TO BE SOLVED: To enhance the sterilizing/cleaning effect of pool water or the like while removing trihalomethane. SOLUTION: A pool seawater circulating and sterilizing apparatus has an overflow water circulating system and a bottom water circulating system equipped with filters 5, 13, an ozone generator 6, a chlorine sterilization device 11 or the like and the overflow water circulating system is provided with an overflow tank 2 receiving pool water, an aeration blower 3 and an air diffusion nozzle 21. Ozone or chlorine and seawater react to form an oxidant in seawater and this oxidant is carried in a pool to more perfectly sterilize and clean pool water. The oxidant and organic matter are reacted in the pool to form trihalomethane in pool water but this water is introduced into the overflow tank 2 and air is blown in the overflow tank from the air diffusion nozzle 21 to remove trihalomethane accompanied by air.
