PROBLEM TO BE SOLVED: To apply prescribed folding processing correctly to cords for carcass ply while an energy loss is reduced. SOLUTION: The cords 2 to be rewound around a bead core arranged in a tire bead part are pushed into approximately V-shaped grooves 3 and 4 by pushing blades 8 while the displacement in the direction crossing the axis is restricted at least in one place in the axial direction so that a folding part to be folded in the direction to be wound onto the bead core is formed.
