PROBLEM TO BE SOLVED: To provide a water-soluble radically polymerized resin capable of giving a coating film excellent in environmental properties, durability, whitening resistance, anti-fogging properties and the like and to provide a water-soluble resin composition capable of giving a coating film excellent in environmental properties, durability, whitening resistance, anti-fogging properties and the like, and remarkably excellent in durability in particular. SOLUTION: The water-soluble radically polymerized resin is obtained by adding (A) a (poly)glycidyl ether having an epoxy equivalent of 200 or less synthesized from a polyhydric alcohol and epichlorohydrin to (B) (meth)acrylic acid and, as required, a dicarboxylic acid. The water-soluble resin composition comprises the water-soluble radically polymerized resin and (C) a water-soluble radically polymerizable monomer.
