PROBLEM TO BE SOLVED: To provide a cylindrical grinding wheel particularly suitable for grinding or polishing a product having a wide face to be ground, superior conformability to the product, and usable also as a flat reveling roll. SOLUTION: An elastic body 2 is provided in an outer circumference of a rotatable cylinder member 1, a sheet like supporting body 3 reinforced by metal wire 4 is provided in an outer circumference of the elastic body 2, and a rubber sheet 5 provided with a plurality of grinding wheel pieces 6 on its surface is wound around an outer circumference of the supporting body 3.
