PROBLEM TO BE SOLVED: To solve problems that some kinds of oil used for cosmetics are difficult to emulsify and different kinds of pigments are also difficult to be homogeneously dispersed and stabilized, especially organic pigments and ferromagnetic pigments such as iron black or the like. SOLUTION: A cosmetic material excellent in shape retaining properties, usability, functional effect in use, safety and stability can be obtained by using an emulsifying, dispersing agent composition specifically containing an alkyl glycoside, a higher alcohol and a polyhydric alcohol.
