PROBLEM TO BE SOLVED: To improve fitting workability and prevent a fall from a fitting hole caused by the input of lateral load. SOLUTION: This bumper rubber 11 is provided with a locking part 14 insert- fitted into a fitting hole 13 of a panel member 12, a bumper body 15, and a neck part 16 formed between the bumper body 15 and the locking part 14 and fitted into the fitting hole 13. An insert hole 17 is provided axially passing through the bumper body 15 and the neck part 16 from the end face center of the bumper body 15 and reaching the locking part 14. A hard pipe 19 extending over the axial length range of at least the neck part 16 is embedded in the insert hole 17. The neck part 16 is reinforced by the pipe 19, and the deformation and inclination of the pipe 19 when inputting lateral load are eliminated. When fitting, a jig 18 is inserted in the insert hole 17 and the pipe 19, and the locking part 14 is pressed and extended by the tip of the jig 18 to insert the locking part 14 into the fitting hole 13.
