PROBLEM TO BE SOLVED: To prevent damage of a lifter device, and to prevent an unpleasant feeling of an occupant at getting in and out time when an operation lever is forcibly operated upward or downward when a seat lifter is in the highest position and the lowest position. SOLUTION: A ratchet mechanism has a torque limiter 18. The torque limiter 18 has a flange 27 projecting on an outer peripheral surface of an intermediate shaft in a proper position between the root 30 and the tip 31 of the intermediate shaft and a pair of claws 28 and 29 projecting on a shaft root side flange surface 34 of the flange 27 by being cut out at a proper interval in the circumferential direction on the outer periphery of the flange 27, and is composed of a torsion coil spring 38 for hooking the corresponding spring ends 39 and 40 on the pair of claws 28, 29, 36 and 37 of both a torque limiter body 25 and the operation lever 17.
