PROBLEM TO BE SOLVED: To ferment the reaction treated matter wherein only specific microorganisms are in a durable state obtained by the alkali sterilization of perishable waste for a far shorter time as compared with preceding technique and to reduce the mixing quantity of a seed bacteria material to the utmost to enhance treatment efficiency. SOLUTION: An additive based on highly active quicklime is added to solid-liquid mixed perishable waste to generate sudden hydration reaction and the spoilage of a reaction product is stopped by the heat of this hydration reaction and alkali sterilization due to high alkali environment, and moisture and air are supplied to the reaction product at an appropriate period to continuously propagate microorganisms, which are constituted of a bacteria group growable in a high alkali state and held to a durable state, filamentous fungi and 90-A-1 bacteria, present in the reaction product held to pH 11 or more to perform the alkali fermentation of the reaction product. Carbon dioxide is introduced into the reaction product with pH 11 or more to forcibly lower the pH of the reaction product and moisture is supplied to the reaction product immediately after fermentation treatment or at a desired period in a fermentation treatment process to continuously propagate microorganisms.
