PURPOSE: A device and method for an Internet learning is provided to enable a user to have an actual conversation regardless of cost, time or place. CONSTITUTION: At least one first personal computer(105) stores advertising information and provides personal information in accordance with a teacher registering form on a teacher registering web page and may perform a chatting process using a voice. At least one second personal computer(107) stores advertising information and provides personal information in accordance with a learner member joining form on a teacher registering web page and transmits a selection signal for selecting the teacher based on the personal information in accordance with the teacher registering form and perform a chatting process using a voice. An operator server(103) supplies the advertising information in accordance with a contracting of an advertisement with an advertiser, respectively, and supplies a teacher registering web page and a learning registering web page, and supplies a chatting web page for performing a chatting process to one out of the first personal computers(105) based on the personal information provided from the second personal computer(107), and accumulates cyber money in accordance with displaying an advertisement during the chatting process to the ID of the first personal computer(105).
