PURPOSE: To control communication in a prescribed section to a point where a communication error can be avoided at the present entry speed after a vehicle enters a communication area. CONSTITUTION: This on-vehicle device is provided with a restricted section setting means 8A which sets a communication restricted section to disable the communication with an on-vehicle device until the vehicle moves in the communication area for a fixed distance from entry of the vehicle in the communication area where the communication with the on-road device is enabled, moving distance calculating means 8A, 15 which calculate moving distance of the vehicle in the communication area from the entry of the vehicle in the communication area and a communication control means 8A which decide whether or not the vehicle moving distance calculated by the moving distance calculating means 8A, 15 passes the communication restricted section set by the restricted section setting means and to start communication with the on-road device when the vehicle moving distance is decide to pass the communication restricted section.
