PURPOSE: A digital video converter is provided to convert various satellite broadcasting digital image signals into a desired broadcasting method. CONSTITUTION: A controller(110) controls a transmitting and a receiving of an image signal from a satellite receiver received by a television. A decoder(120) converts an analog image signal from the satellite receiver into a digital signal and compresses a predetermined number of scan lines to modulate a scan line transmission method. A frame memory(130) temporarily stores an image signal from the decoder(120) in frames. A signal storing and scan line modulating section(140) reads and temporarily stores the frames stored in the frame memory(130) one frame by one frame, and enlarges the predetermined number of scan lines to modulate a scan line transmission method. An encoder(150) divides the digital image signal from the signal storing and scan line modulating section(140) into a luminance signal and a color difference signal.
