PURPOSE: A voice message service apparatus in an exchange and a method therefor are provided to seek service improvement by sending voice messages instead of a tone generated when a caller holds the handset and enters into an on-hook mode and a ring-back tone generated until termination is made after dialing. CONSTITUTION: A voice message service system is composed of a subscriber telephone(100), a telephone exchange(200), a link(300), and a called subscriber(or upper exchange)(400). The telephone exchange(200) is comprised of a subscriber part(210), a tone generator(230), a voice generator(240) and a tone control switch(220). The subscriber part(210) detects a subscriber signal. The tone generator(230) generates an on-hook tone and a ring-back tone. The voice generator(240) sends a voice stored in a voice database(241). The tone control switch(220), having an auxiliary switch that selects either a tone generated from the tone generator(230) or the voice generated from the voice generator(240), sends the selected signal to the subscriber telephone(100).
