PROBLEM TO BE SOLVED: To provide a plasma treatment device for forming a uniform carbon coating inside of a plastic container high frequency plasma having a simple structure and operation manual for a short working time, and to provide a method of manufacturing a plastic container having carbon coating inside with the device. SOLUTION: This device comprises an electrode(s) of a specific shape installed inside and/or outside of the plastic container to be treated for the carbon coating. And this method comprises the steps of applying high frequency electric power under specific conditions to generate a plasma around the electrode, dissociating the medium gas by the plasma, and building up the generated film forming species inside the container to form the carbon coating.
