PROBLEM TO BE SOLVED: To provide a thermoplastic polyhydroxy polyether resin having a flame retardant property due to phosphorus incorporated, and to provide an insulating film obtained by processing the resin. SOLUTION: This thermoplastic polyhydroxy polyether resin is expressed by the general formula (1), containing 1 to 6 wt.% of phosphorus, having flame retardant nature, and having molecular weight of 10,000 to 200,000: (1) where X represents a divalent group selected for example from formulae (2) and (3) which are single or combined group of the essential component groups, Z represents either a hydrogen atom or a group expressed by formula (9), n is an integer of 21 or more, and Y in formulae (2) and (3) represents a group selected from formulae (4) and (5), where R1-R10 represents a hydrogen atom, an alkyl group having 1 to 4 carbons, or a phenyl group, and in which two or more of R1 to R10 may be same.
