PROBLEM TO BE SOLVED: To provide a winding device for curtain and cord with easy assembling and sure response for an operation. SOLUTION: An annular plane 41 rotatable together with a rotating body 11 such as a reel and an oscillatable latch member 31 are journalled on the same shaft so as to face each other and a floating element 21 journalled on a frame 63 is interposed between the plane 41 and the latch member 31. In a radial intermediate part of the annular plane 41, a rib is disposed. The latch member 31 forms space bored, leaving an island shape and a peninsula shape. Every time the rotating body 11 is rotated in one direction, the possible and impossible of rotation in an opposite direction are alternately repeated.
