PROBLEM TO BE SOLVED: To reduce the cost of a device and the running cost thereof for realizing the automation of cleaning a rotating plane membrane by using a sponge- like member, make the device compact and shorten the cleaning time. SOLUTION: A bypass route 40 with a storage chamber 42 is provided on the upper section in a membrane separating tank 18, and the water level of water to be treated in the membrane separating tank 18 is so constituted as to move up and down, and the water to be treated is made to flow into the bypass route 40 by uprising the water level to recover the sponge-like member 36 into the storage chamber 42, and the sponge-like member 36 is kept in the dry state. The sponge-like member 36 in the storage chamber 42 is introduced into a filter chamber 64 by a pressurizing and delivering device 54.
