PURPOSE: Provided are a blue phosphor having light-emitting brilliance for vacuum ultraviolet ray-excited light-emitting device, such as PDP, and a vacuum ultraviolet ray-excited light-emitting phosphor using the same. CONSTITUTION: The phosphor contains a compound represented by formula (BaxM1-x)1-0.25yMg1-yAl10+yO17+0.25y(wherein, M is Ca, Sr, or Ca and Sr, x and y satisfy the formula: 0.5 <= x <= 1 and 0.05 <= y <= 0.15) as a substrate, and Eu as an activator. The content of Eu is 1-30 mol% based on the total molar amount of Ba, M(M is Ca, Sr, or Ca and Sr) and Eu. The vacuum ultraviolet ray-excited light-emitting device is obtained using the phosphor.
