<p>PURPOSE: A device and a method for processing an image are provided to maintain definition quality of an entire image or a necessary part of the image, when encoding or decoding the image to provide a reduced image. CONSTITUTION: An encoding unit performs sequence conversion for an inputted image, to bit-plane-encode an obtained conversion coefficient. A storage unit stores the encoded data. A recognition unit(13) recognizes first definition quality of the image to be displayed on a selected display device. An output unit(8) reads data necessary to re-configure the image having selected definition quality in the encoded data and outputs the data. A decoding unit decodes the encoded data. A regulating unit regulates the decoded image, to match the definition quality of the image with the first definition quality. The recognition unit instructs the image configuring unit(8) to read encoded data corresponding the decoded image having second definition quality in the stored and encoded data. And the regulating unit regulates the image by decoding the encoded data, to match the definition quality of the image to be displayed with the first definition quality.</p> |
