PURPOSE: A ring binder having a lever with a cushion member is provided to ensure smooth and comfortable operation thereof while preventing the slipping, and to minimize the transmission of an undesired impact generated by the snap effect of rings upon opening and closing thereof. CONSTITUTION: The ring binder is provided with an upper plate(12), a pair of pivotal leaves supported by the upper plate, a plurality of rings(28) attached to the pivotal leaves so as to movable together with the leaves, and at least one pivotal operating lever(30) for moving the pivotal leaves from a first position or a closed position of the rings to a second position or an opened position of the same. The operating lever is provided on the upper end thereof with a tab having a peripheral rim part, a hole and a cushion member(50) extending to the peripheral rim part of the tab so as to surround the same. The cushion member comprises a pin, projected into the hole of the tab to attach the cushion member surely to the operating lever.
