PROBLEM TO BE SOLVED: To provide a switching device without short break, capable of making a confounding signal between duplication modules efficient and performing scale reduction of a confounding signal control circuit part. SOLUTION: This device is provided with a phase information transmitting circuit 101 for acquiring and multiplexing a self-system frame number from line phase information, detected by a phase detection circuit 100 and a frame number outputted by an absolute phase reference circuit 10 and transmitting a multiplexed confounding signal to another system, a phase information receiving circuit 102 for extracting the frame number of each line from a multiplexed signal received from the other system and acquiring the frame number of the other system, a phase delay quantity control circuit 103 for deciding the phase of a memory read signal 107 from the self-system frame number/the other system frame number notified in each line, initial delay quantity set in the line and the specified phase of a transmission line system switching part, and a line delay memory 104, where the data front of each line is written in the memory and which is read with a memory read signal 107.
